Born in Brooklyn and raised in Los Angeles, Francisco “Frank” Segarra brings a unique blend of East Coast directness and West Coast charisma to his practice in Oregon. Known for his distinctive problem-solving approach, Frank’s cross-cultural perspective has earned respect and appreciation from colleagues and clients alike.
Passionate about advocacy, Frank has devoted his life to fighting for the underdog and upholding the principles of justice. His journey into the legal world was marked by serving the Oakridge community as a police officer while pursuing his advanced degree. He earned his Bachelor of Science in Criminal Justice, graduating Magna cum Laude in 2003.
Frank advanced his legal education at the University of Oregon School of Law, earning his Juris Doctorate in 2006. The same year, he was admitted to practice law by the Oregon State Bar. During his time at law school, Frank demonstrated his commitment to criminal law, receiving a certificate in this specialization. His academic achievements also included earning the Dean’s Scholarship and the American Bar Association’s Public Honors Scholarship. Frank was an active member of the American Inns of Court, Oregon Innocence Project, and the Minority Law Student Association.
Rather than opting to graduate early, Frank chose to immerse himself in practical legal experience. He interned full-time for nine months at the Lane County District Attorney’s Office, managing his own prosecution caseload during his final year of law school.
In his practice, Frank focuses on Criminal Defense, Civil Matters, and Family Law. He has worked on a broad range of cases including theft, DUIIs, stalking complaints, and restraining orders. His extensive experience spans many of the local municipal courts such as Florence, Eugene, Springfield, Coburg, and Junction City. Moreover, Frank has represented clients in circuit courts throughout Oregon.
Frank also brings an insider’s perspective to his practice, serving as the Presiding Municipal Court Judge in two local municipalities for over 12 years. This unique experience provides Frank with a comprehensive understanding of the court system, an advantage he utilizes to serve his clients’ best interests.

As a member of the Benevolent and Protective Order of Elks, Frank spends his free time working with fellow members to support local community initiatives. Particularly close to his heart is Autism Awareness and Acceptance. Over the years, he has helped raise thousands of dollars for local autism non-profit Bridgeway House, contributing to their mission to provide essential resources for individuals with autism.
